My question involves a consumer law issue in the State of: Wisconsin

We recently built a new home in a community of 15 lots. We were the 5th house to begin construction and there are still 5 empty lots. With all of the construction going on in the neighborhood, the roads have been damaged. The city is now wanting to do a special assessment of $6,000 to each property owner. These are public roads. Is this legal? We are trying to figure out what recourse, if any, we have. This seems ridiculous to us since they are public roads and some damage to the roads would be expected with this much construction going on.
