Discovery: Can I Request Discovery As Soon As I Plead Not Guilty?

My question involves traffic court in the State of: MO



I was charged with violating RSMo 304.015 or "failure to drive within right lane of highway." I've been researching how to fight this ticket so I haven't pleaded not guilty yet even though the ticket is from 9 days ago. I'm moving away no later than August so I wanna get my trial going ASAP. The speedy trial rule should guarantee I'll get my trial on time, but if I have to appeal it might take too long.



I'm supposed to mail or fax my citation to the Fine Collection Center which will then send it to the county prosecutor. I don't know which county that is because the Fine Collection Center is in Cole County but I got the ticket in Callaway County and I'm in Boone County. I'm just a little worried about mail taking too long. Do they use a speedy mail service? If I send it with the envelope I was given, I don't need a stamp, right? Is email out of the question?

Is it out of line for me to request discovery by email? And do I need to wait until I've been notified of my court date? Will that contain more information that I need to make this request, like the court docket number, the police agency that the officer is a part of, his badge number, and the prosecuting agency?



And if I don't send the discovery request immediately, is there anything I should send along with my not guilty plea before I've been notified of a court date? A note invoking the speedy trial rule? A request to be tried by a jury?
