My question involves police conduct in the State of: California
I received 2 moving violations tickets within a 2 block range, over a 3 hour period in Sierra Madre, CA. One for "Illegal U-Turn" when I turned left into a perpendicular parking spot on other side of street. I was arriving at a venue to see music. When I left venue, I was pulled over 450 yrds later. The officer did not state why she pulled me over, gave me a DUI test, which I passed as I had not been drinking. Not satisified with this result, the officer made me take the test again, this time with her flashlight in my eyes, essentially blinding me. This I passed too. After awhile in her vehicle, she returned with a ticket for "light out over (white reflective) license plate". The officer saw me leaving the venue and tried to nail me with a DUI, unsuccessfully. Is it common practice to give a battery of DUI tests if there is a light out over license plate? Is this undue harrassment? This seems like predatory policing, as the reason the officer pulled me over is because she saw me walk out of the venue late at night and assumed I'd been drinking.
Additionally, went to get light fixed, noted there's 2 lights over license plate, one of which was functioning perfectly. The other, the bulb had come loose and the mechanic popped in back in place, fixing it. Didn't have to replace anything.

Additionally, she wrote down the wrong time on ticket. It was 1:11 AM and she wrote 1:11 PM. Is this contestable?
