Suspension and Revocation: License Suspended Despite Paying Off Speeding Ticket - Virginia

My question involves a driver's license issued by the State of: PA but suspended in state of VA



I recieved a speeding ticket (80mph in a 70mph) during Labor Day weekend. The ticked indicated a court date of Oct 21st. I took the option to plead guilty and pay the $121 fine. The instructions said to allow 7 days - so I mailed a check with the ticket on Oct 14th. On Oct 23rd or so I recieved a letter saying that I had not paid the fine. I checked with my bank and saw the check was cashed on Oct 20th. I responded to the letter and included a copy of my cancelled check for the $121. I thought it was that their paperwork was just not caught up. Anyway, this past Friday, Dec 5th, I recieved a letter saying my License was suspended in the state of VA. In addition to paying the courthouse fine I would be charged $145 by the VA DMV to have my license reinstated.



I called the number given for the courthouse. I was informed that there was $5 fee, which I do not completely understand where it came from. I explained that I paid the fine in full and on-time. Even if I paid the $5 fee, the DMV would still require the $145 reinstatement fee, unless I could get the Washington County Court to issue an "amended abstract" that says my license should not have been suspended. The person at the courthouse said that thiat was not possible.



So - is there an easy resolution to this? Can common sense prevail? I complied with their instructions- paid the fine in full and on-time.
