My question involves vehicle maintenance laws for the State of: California

I am here in hopes to get posted in the right direction to settle my issue. I apologize in advance if my post gets lengthy, but it is a somewhat complicated situation.
I received a headlight fix-it ticket in September of 2012. I corrected the issue and took my ticket and vehicle to the local police station to get it signed off. After getting the ticket signed off I went to the courthouse to pay the $20.
When the clerk tried to find my ticket in the system she could not, and as such could not accept any payment. I was sent back to the police station to find out why, and discovered that after giving me the ticket, the officer was injured in the job and the ticket was never submitted...
I was told that the issue would be resolved and I would be contacted.
At the same time as all this was going on, I was in the middle of a move halfway across the state... And in the middle of everything the $20 slipped my mind... In addition to the fact that nobody ever got a hold of me.
About a year ago I get a letter in the mail saying that my license was being suspended and that if I didn't pay then a bench warrant would be issued. I called and they said that in the county the ticket was issued there was no payment plan option...and on top of everything the ticket was now $550 and it was too late to make a court date.
I am legitimately disabled...having had several heart operations and needing several more.... And and after my bills are paid I have no money left at the end of the month. On the contrary I am often accepting handouts by the end of each month. Every time I start to save up a little to put toward the ticket I wind up having to get into it for something.
Finally coming to the realization that I am never going to pay this ticket off under the stipulation that they give me I called them today to plead that they please let me go before a judge and at least show my ticket which is signed off.
They said that's not going to happen and that my case was sent to collections and another $350 was added onto it for a total of $900 for a headlight fix-it ticket.
Please help me sort out this mess I would be forever in your debt.... I have had to get rides from friends and family for more than a year now.... I can't comtinue to live like this.
