My question involves education law in the State of: New York
My son goes to a NYC public school, and his school refuses to send out his teacher recs and official transcript (teachers write their recs and give it in to the school, then the school mails them out) because he's applying to 30 colleges.
My son has no outstanding fees at the school, and the school does not have a formal limit on the number of colleges allowed. He submitted his list a while ago (early December), but the school only brought it to their attention now--after he wrote all his essays and submitted his applications.
Is this legal?
