Regulations and Procedures: The State Department Gave Out Information About Me to Another Country

I had a problem with the State Department and I was wondering if I have a civil case. What happened was I was applying for a work visa in another country and they were giving me a hard time. Because my passport didn't contain my middle name. So I scanned a copy and added my middle name (I altered a copy of the document not the document itself). It was a stupid decision on my part. Anyway I wasn't very good since it had the same issue date and number so they called the department of state and asked about it. The state department then called me and I confessed what I had done. The lady said they may not be able to tell them because of rules that they have about what they can reveal to other countries. Well turns out the State Department did indeed tell them what had happened and of course my visa was denied.



What I want to know is does the Department of State have the right to reveal information of that nature to other countries and if they don't do I have an actionable case?
