Security Deposits: Ca: Landlord Did Not Do Initial Inspection Even Though I Asked for It

My question involves landlord-tenant law in the State of: California



I served my landlord wih the 30 day notice a while ago so I could be out of there by dec 31st. In that notice I requested that we have an initial inspection so I could fix whatever he wanted. He went traveling for 2 weeks and came back this Monday (jan 5th) saying that I didn't have anything ready to do the initial inspection and that as a favor he would go check the apt this coming Saturday (jan10th) and give me a day to fix whatever was wrong with it or I would have to pay extra rent. 1 day is not reasonable time to fix anything. Also I'm not aware of having to prepare anything before an initial inspection as it should be within the time that you are allowed to have all your stuff there. Is he allowed to charge me extra rent for something that I have the right to? What happens when the landlord decides to have the initial inspection after the date you're allowed to be there?

I probably won't need to get cops/court involved if I can provide him with solid info as he's a very reasonable person in general.
