Subleases: Subletting Discrimination- Property Manager

My question involves landlord-tenant law in the State of: California



The short form of my question is can a property manager (Not the owner, but a tenant who takes on the responsibilities) let other people sublet as long as they give her money under the table, and discriminate against someone else from subletting as well (if they haven't made arrangements to pay her off)? If you want more detail then read on.



I live in a 4 unit condo complex owned by an older woman who from my experience is very nice and easygoing, but I do not deal with her directly. A lady has lived in the building off and on for 23 years we will call her Sally. Sally has appointed herself the property manager and takes her liberties because the owner doesn't want to have to manage things on a constant basis.



Sally lets two of the tenants sublet out their units. One with a monthly tenant and the other via airbnb as a room rental. Sally takes a little under the table money from at least one of the tenants and gives her no issue. In regards to the other tenant, I've just heard them have a conversation about him renting on airbnb and she had zero issue with it. He explained what it was and she said interesting, but not for me.



A few months later I decided I would give airbnb a whack and see how it worked out. I started renting my place and had been doing so for about 4 months with no issue. Then out of no where Sally texts me to tell me that I can't do it especially without her permission (break her off some money I assume). I explained that she gives the other tenants no issue so I had no idea why she was giving me any but that I would be happy to discuss it. I called her, and text her to set up a time to talk but she never responded to meet and chat. Typically she's always creeping around and ambushing me when I come home for no reason at all, but this time around I didn't see her at anytime for weeks.



I had two people confirmed to stay so I did not cancel on them. When the next person came, I got a call saying I had broke my lease and if I did not apologize to her she would give me 30 days notice to move out. Thoughts?
