Criminal Records: Can I Request Criminal Records of Other People

Are criminal records public records at county level? and can I request criminal records of other people? if so what do I need? eg: name, address, dob, etc... Also, where is a good reputable place to get statistics on specific crimes like: asault, robery, etc.... can I go to county court and ask for how many cases of asault they had last year?
